All you would need to do is make an Android shortcut to the floating apps quick launch. Then a program like Tasker could be used to reposition it, call it from a voice command or have it open the floating menu in a myriad of ways. Would make floating apps perfect.

Hi,
Please can you use this API to manage home screen shortcuts:
http://stackoverflow.com/a/6337645/353014Basically, it registers the fact that Floating Apps can create home screen shortcuts.
Home screens (or other apps, such as Tasker or Llama) can then request shortcuts from Floating Apps. Floating Apps should show a simple shortcut creator activity, with a list of all of the floating apps that are available.
When the user selects one, Floating Apps' shortcut creator activity will respond (via Activity.setResult) with a shortcut to be added to the home screen (or to the Tasker task)
Cheers
